The “Welcome Saddle” was made by Jacob Charles (J. C.) Welcome. The Welcomes started a harness and saddle shop in the City Hall building upon arriving in Harney County in 1888, later relocating to the upper end of Main Street. The Welcome spring snap and saddle tree were patented by J. C. (caption courtesy of the Harney County Library historians)
